Homework Assignment for the Upcoming VCCCDRA ANNUAL GENERAL MEETING

AT A SPECIAL VCCCDRA MEMBERSHIP MEETING attended by 113 retirees, held on February 5 at the Wright Event Center on the Ventura College campus, the leadership of the VCCCDRA, headed by Benefits Committee Chair, Gary Johnson, began the process of informing the general membership of its findings, thus far, regarding the District’s proposal to replace our current Anthem/Blue Cross and Kaiser plans with CalPERS Health Plans.

The handouts can be viewed on your computer while you listen to the related presentations.  THIS IS THE FIRST OPPORTUNITY FOR THE GENERAL VCCCDRA MEMBERSHIP TO BECOME INFORMED ON WHAT THE DISTRICT IS PROPOSING AS A REPLACEMENT TO OUR CURRENT HEALTH PLANS, AND WE URGE YOU TO BEGIN THE PROCESS OF INFORMING YOURSELVES NOW, BY LISTENING TO THESE RECORDINGS, AND VIEWING THESE HANDOUTS.

 The next VCCCDRA ANNUAL GENERAL MEETING will take place in about three weeks, on Wednesday, March 11.  It will be held at the Wright Event Center, at 57 Day Road, located on the Ventura College campus at the corner of Day and Telegraph roads, starting at 1 p.m.  The Monitor – Spring 2020 will be sent out soon with more details.

We will see if Ventura College can waive the need for parking permits for that afternoon.  If this is not possible, parking permits will be made available to you at the door when you arrive.  We will let you know one way or the other.

The purpose of the meeting will be to further educate the general membership regarding the comparison of the CalPERS Health Plans to the current Anthem/Blue Cross and Kaiser plans, and also for a panel of Benefits Committee members to answer questions regarding these health plans.

In this regard, I would HIGHLY ENCOURAGE YOU to read the CalPERS Health Plan that you would fall under, so that you can be prepared to ask questions and judge for yourself how you would fare under that CalPERS Health Plan.

The District is offering two plans to retirees, the PERS Choice Supplement Plan, and the PERS Choice Basic Plan.

    1. You would fall under the PERS Choice Supplement Plan if you are currently enrolled in Medicare Parts A and B.
    2. You would fall under the PERS Choice Basic Plan

a.     If you are under the age of 65
b.    If you are 65 or older but do not qualify for Medicare
c.     If you live outside of the United States
d.    If you are enrolled in Part A only, you would be required to enroll in Medicare Part B within a year.
e.    If you qualify for Medicare but are not currently enrolled, you would be required to enroll in Medicare Parts A and B within a year.

ATTACHED find a copy of the PERS Choice Supplement Plan AND a copy of the PERS Choice Basic Plan.  Download and print the appropriate plan for you.

Now it may seem like a BIG job to read one of these plans.

Here is what I did.

I printed the Supplement plan and started by reading the Table of Contents, looking for anything that struck a bell.  One thing stuck out… hearing aids on pages 9 and 10, so I read that section and found that what CalPERS offers is far inferior to what Anthem/Blue Cross offers.  Strike one.

Then, I decided to just peruse the entire plan, page by page, looking at the headings in boldface type.  I found another problem, Self-injectable drugs on page 14 under “General Exclusions”.  Strike two.  I take a self-injectable drug.  See my presentation to the Board of Trustees regarding these two topics at   http://www.blog.vcccdra.org/rene-rodriguez-presentation-to-the-vcccd-board-of-trustees-september-10-2019/   (Note: at a later Board of Trustees meeting, a Burnham rep explained that the self-injectable drug I mentioned at the previous meeting is covered under the OptumRx pharmacy plan.  I questioned the appearance of this “General Exclusion” in the CalPERS Choice Supplement Plan, and whether it took precedence over the OptumRx pharmacy plan, and that there might be a delayed reaction on the part of OptumRx)

There is an even more serious problem with both plans that I encountered while perusing the Supplement plan, and that involves a section early on in each plan that is titled IMPORTANT INFORMATION in boldface type.  I have made this the subject of several meetings including two Board of Trustees presentations, but is too involved to get into here, but which I addressed in my presentation at the February 5 meeting.  See http://www.blog.vcccdra.org/audio-recordings-and-pdfs-of-membership-meeting-on-february-5-2020/

This may seem like a lot to ask of you, but it is most certainly in your self-interest to look into the appropriate plan that would apply to you to see how you would fare if the District insists on this direction.

There is also the question regarding whether the District would have to violate contractual and settlement agreements to enter into an agreement with CalPERS.  We are looking into these legal questions as we study the District’s proposal.

I look forward to seeing those of you who can manage to attend the upcoming VCCCDRA Annual General Meeting.  We need to hear from you regarding what you think of these CalPERS Health Plans.  At some point, we will have to take a formal position regarding whether to support or oppose the District’s proposal, and you can help us make an informed decision.

Nadine Colt’s Passing

With sadness, VCCCDRA has learned of the passing of Nadine Colt on November 13, 2019, in Sun Lakes, Banning, CA.  Nadine served the students of Moorpark College as the  Director of the Tutorial Center from which she retired in 1988.    She also earned an AA degree from Moorpark prior to her service in the Tutorial Center.

Good evening. My name is Rene Rodriguez, President of the college district Retirees’ Association. I served the college district as a faculty member and as an administrator in various capacities on all three campuses and at the district office as an institutional researcher. I retired as Vice President of Business Services from Oxnard College in 2004 after 34 years of service to the District.

First, thank you and the Chancellor for facilitating the January 23 meeting with representatives from the District, Burnham, CalPERS, OptumRx, the AFT and the SEIU.

The Retirees’ Association requested this meeting to ask questions of CalPERS representatives regarding the CalPERS Health Plans that the District is proposing as a replacement for the current Anthem/Blue Cross and Kaiser Plans. Members of the Retirees’ Association Benefits Committee and Executive Board spent two and a half hours asking the three CalPERS representatives questions that had arisen from examining the CalPERS Choice Basic and the CalPERS Choice Supplement Plans, the two plans that the District is offering active employees and retirees.

I will share two of the questions that I asked, along with the responses from the three CalPERS representatives present.

The first question I asked dealt with a statement that is found in both the Basic and Supplement plans early on in each plan. The statement is titled IMPORTANT INFORMATION and it is in bold face type. Because my time is limited, I will summarize what the statement says for you. It says, that ANY benefit to be found in either plan can be changed, or even eliminated, by CalPERS. Their only responsibility is to let you know the effective date of the change, or elimination, of a benefit.

My question to the panel of three CalPERS representatives was, “WHY IS THIS STATEMENT IN THE PLAN, AND WHAT IS ITS PURPOSE?”

There was a long silence, until one of the CalPERS representatives said that this statement was there just to apprise a subscriber that a benefit that was available in the previous year, is not available this year. I replied, that is not what the statement says. It says CalPERS can make changes or eliminate benefits at any time during the benefit year. More silence, and then, “We’ll have to get back to you on this.”

My second question related to the same statement. I noted that this statement, that is found in both of the plans being offered to District employees and retirees, that it does not appear in the PERS CARE BASIC and PERS SELECT BASIC plans. I asked, “WHY DO SOME CALPERS PPO PLANS HAVE THIS STATEMENT AND OTHERS DO NOT?” Again, they said, “We’ll have to get back to you on that.”

It has been almost a month since the January 23 meeting, and I have not received a response to these two questions as yet.

Anthem PPO plans do not have this statement in their plans. They do not have the right to change or eliminate benefits in their plans in the middle of a benefit period. These changes are meant to be negotiated items, between the District and bargaining units, and the insurance company.

BECAUSE OF THIS “IMPORTANT STATEMENT” IN EACH PLAN, THE DISTRICT AND ITS EMPLOYEES AND RETIREES WOULD BE LEFT AT THE MERCY AND DISCRETION OF WHATEVER CALPERS DECIDES TO DO IN ANY GIVEN BENEFIT PERIOD.

I EXPECT THAT ANY DECISION EXERCISED BY CALPERS WOULD BE IN THEIR INTERESTS, LEAVING THE DISTRICT, THE ACTIVE EMPLOYEES OR RETIREES INVOLVED, WITH NO SAY SO, OR RECOURSE, IN THE MATTER.

Katherine Mary “Kate” Dickson’s Passing

With sadness, VCCCDRA has learned of the recent passing on December 13, 2019 of Kate Dickson-Lew, retired English professor at Ventura College.  Before that, Kate taught at the California Youth Authority for Juvenile Justice. She loved Collies and usually had two or three dogs at a time. Below is a link to her obituary from the Ventura County Star. Her family has planned a private service and request donations to Collie.org or the charity of your choice in lieu of flowers. Kate is survived by her three sisters, Janet Notaro, Nancy (Jody) Kelly, and Diane Doban. Brother-in-laws John Lambert and Mike Doban. Nephews, Pat and Jonathon Notaro, niece, Amanda Miller and three great nieces and three great nephews.

Audio Recordings and Handouts of Membership Meeting on February 5, 2020

On February 5, 2020, the VCCCD Retirees’ Association held a membership meeting for retirees to review and discuss the District’s proposal to replace the current Anthem/Blue Cross and Kaiser plans with CalPERS Health Plans.

The meeting was held at the Wright Event Center on the Ventura College campus thanks to Ventura College President Kim Hoffmans, an ardent supporter of retirees.  The meeting was attended by 113 retirees, which surpassed the 100 attendees planned for by the VCCCDRA.

The meeting was conducted by Gary Johnson, chair of the Benefits Committee.  What follows is a recording made of the meeting, broken up into segments to reflect the various presentations that were made at the meeting.   Also, find copies of the handouts made by each presenter, which should be followed as you listen to the recording of the meeting.

The purpose of the meeting was to give retirees their first exposure by the VCCCDRA leadership to the District’s proposal.  The dialogue will continue at the Annual General Meeting of the VCCCDRA on March 11, also to be held at the Wright Event Center.

MEETING ON FEBRUARY 5 FOR VCCCDRA RETIREES TO DISCUSS AND REVIEW THE DISTRICT CALPERS HEALTHCARE PROPOSAL

Please plan to attend a meeting presented by the VCCCDRA Exec Board and the VCCCDRA Benefits Committee to discuss and review the District CalPERS healthcare proposal.  The purpose of the meeting will be for the Benefits Committee to share with retirees a comparison of the CalPERS healthcare plans to our current Anthem Blue Cross and Kaiser plans, and other related matters.

The meeting will take place on Wednesday, February 5, 2020 starting at 1:00 p.m. at the Wright Event Center, 57 Day Road, Ventura, CA, which is located at the southeast corner of the Ventura College campus at the corner of Day Road and Telegraph Road.  There is parking right in front of the building.

Retirees have been asking questions by email too numerous and too specific to handle by email.  Our goal will be to try to answer questions as they relate to the specific situation of the various categories of retirees.


FORMATION OF VCCCDRA AD HOC LEGAL COMMITTEE

We are in the process of forming a VCCCDRA Ad Hoc Legal Committee for the purpose of reviewing the need to bring legal action against the District should that become necessary in regard to our healthcare benefits.

We need to be ready to make a decision should the District decide to take unilateral action in this matter.

Anyone interested in serving on this committee please let me know by responding to this email (vcccdra@gmail.com) or letting me know at the meeting described above on February 5.
